Talent Pipeline International Programme Manager / Trainer

Our participants work for national and local governments and civil society organisations, as well as for development partners such as UNDP, GIZ and international NGOs.
About the job
As Programme Manager / Trainer at The Hague Academy, you have four core tasks:
1. Training design and delivery
Provides overall responsibility for the design, delivery, and quality of training programmes within assigned thematic areas. This includes:
Conduct training needs assessments and design training methodologies, curricula, and materials.
Contract, brief, and manage external trainers and subject-matter experts.
Deliver and facilitate training sessions and guide participants’ learning processes.
Monitor and evaluate training quality and outcomes, adapting programmes to ensure high satisfaction.
Stay up to date on developments in assigned thematic areas.
Maintain relationships with trainers and partners to support training collaboration.
2. Acquisition and representation
Contributes to the strategic positioning, visibility, and acquisition of new assignments for The Hague Academy. This includes:
Monitor governance developments in focus countries and maintain strategic relationships with governments, embassies, and partner organisations.
Identify opportunities for The Hague Academy’s engagement and maintain relationships with potential clients and participants.
Lead the acquisition and preparation of project proposals in line with internal procedures and donor requirements.
Negotiate with clients on programme content, organisational arrangements, and financial terms.
Represent and promote The Hague Academy at international meetings, networks, and conferences.
3. Project Management
Provides overall coordination and oversight of assigned projects to ensure delivery in line with contractual and organisational requirements. This includes:
Managing contracts and project finances, including budget monitoring and narrative and financial reporting.
Planning and coordinating project activities in line with approved work plans and timelines.
Providing direction and guidance to Programme Officers, interns, and other colleagues involved in the project, and fostering effective cooperation.
Managing relationships with internal and external stakeholders relevant to project implementation.
4. Organisational development
Demonstrates willingness and ability to contribute to organisation-wide tasks and initiatives beyond core role responsibilities, in support of the Academy’s functioning and strategic development. This includes:
Contributing, where needed, to organisational development activities, internal working groups, or improvement initiatives.
Supporting the development, testing, or implementation of new internal processes, tools, or ways of working.
Engaging constructively in cross-team collaboration to address organisational needs as they arise, in line with the multi-annual strategy.
Contribute to general organisational development tasks or working groups, in line with our multi-annual strategy.
About you
Master's degree, preferably in the area of Public Administration, Political Science, Water/Climate Governance or Development Studies.
At least 6 years of work experience, preferably in the field of public administration or (local) governance in an international setting.
Affinity with inclusive governance principles.
Demonstrable experience with developing and conducting training in a multicultural context.
Experience with proposal development and project management.
Full professional proficiency in spoken and written English. Modern Standard Arabic or French speaking and writing skills are an advantage.
Flexible and pro-active working attitude.
Capable of working independently and under time pressure, with a drive to deliver high quality results.
Excellent communication and organisation skills.
Strong intercultural sensitivity and a high degree of personal integrity.
Able to contribute constructively and positively when working as part of a team.
Willing to travel internationally on a regular basis (on average six to eight times a year).

Resident of the European Union or in possession of a valid permit to work in The Netherlands.
About our offer

Salary between € 3,413.- and € 4,743.-, depending on experience.
End of year allowance of 4.6%.
23 vacation days and 15 days ‘adv’-holidays (flexible).
