About the role

We are looking for a Local Coordinator, based in Chişinău, Moldova, a proactive, collaborative and well-organised professional who will play a central role in ensuring the smooth day-to-day administration and coordination of the GEO CODEX project activities, serve as a liaison between the consortium and local stakeholders, and support the design, planning, implementation, monitoring, and reporting so that the project’s objectives are met effectively within the Moldova context.

This position is key to support the alignment between:

  • Project components implemented by THA, ITC, Kadaster and KU Leuven,

  • Local institutions (AGCC, INGEOCAD, IPCBI),

  • Moldovan stakeholders (CPA/LPA, academia, CSOs, private sector).

Context

The Cross-Border Democracy and Good Governance Exchange: Moldova–Netherlands (GEO CODEX) is a four-year programme (2025-2029) led by The Hague Academy for Local Governance in partnership with Kadaster (the Netherlands’ Cadastre), University of Twente – Faculty of Geo‑Information Science and Earth Observation (ITC, Netherlands), KU Leuven (Belgium), and the Agency for Geodesy, Cartography and Cadastre (AGCC, Republic of Moldova).

The project aims to strengthen Moldova’s institutional capacity in geodesy, cadastral processes and spatial data infrastructure, align legal and technical frameworks with EU-standards, promote transparent, evidence-based governance, and enhance citizen engagement and public-service delivery through improved geospatial data management.

Reporting lines & working relations

The Local Coordinator will work under dual supervision. Functionally, the coordinator reports to The Hague Academy’s Project Manager responsible for overall implementation of the GEO CODEX programme. For day-to-day matters, the coordinator will work closely with and be hosted by the Agency for Geodesy, Cartography and Cadastre (AGCC).

The coordinator will collaborate on a regular basis with all members of the Operational Working Group and support the preparation, organisation and documentation of the Steering Committee meetings and maintain effective communication with its members, including the Embassy of the Kingdom of the Netherlands and other key institutional stakeholders.

The role requires active liaison with Moldovan public institutions, local governments, academic partners, civil society, and relevant project beneficiaries, ensuring smooth information flow, timely follow-up on agreed actions, and well-coordinated implementation across all components of the GEO CODEX programme.

Key responsibilities

A. Planning, Co-Design & Coordination

  • Coordinate the execution of the national annual work plans based on Outcomes 1-3 and project outputs.

  • Co-develop Moldovan activity schedules, milestones, resource needs, local stakeholder responsibilities and interinstitutional workflows.

  • Support alignment with AGCC strategic priorities and institutional initiatives correlated to the national reforms (NSDI, INSPIRE, Growth Plan, PNAA, interoperability etc.)

B. Coordination of local implementation (AGCC/PIREC/INGEOCAD)

  • Facilitate day-to-day coordination between AGCC Direction/service – Legal, SDI, Geodesy, Cadastre, HR, Communication), the consortium partners, and Moldovan stakeholders.

  • Reach out and be the focal point to subordinate institutions (PIREC, INGEOCAD)

  • Organise and support the regular meetings of the Operational Working Group, including preparing agendas, circulating materials, and tracking action points.

  • Maintain smooth communication flows and ensure timely follow-up on decisions and commitments.

  • Coordinate involvement of CPA and LPA by leading communication flows and ensure timely follow up on strategic and operational decisions.

C. Activity/event planning and logistics

  • Support the organisation of project activities and events such as workshops, training sessions, expert missions, consultations, pilot actions, steering group committees, and study visits.

  • Coordinate logistics including venues, participant lists, materials, interpretation needs, and local travel arrangements.

  • Assist consortium experts during missions by providing contextual information, stakeholder coordination, and on-the-ground support.

D. Monitoring, Evaluation and Learning (MEL)

  • Take an active role in the Moldova-side MEL data collection, consolidation and verification for Matra MEL reporting, including attendance lists, feedback forms, event summaries, and indicator data.

  • Maintain accurate records aligned with the project’s MEL framework and support quarterly and annual reporting processes.

  • Identify emerging lessons, challenges, and opportunities and convey them to the consortium.

E. Documentation and minutes

  • Draft, edit, and finalise clear and concise minutes for Operational Working Group and Steering Committee meetings.

  • Maintain an organised digital archive of project documentation, decisions, correspondence, and deliverables.

  • Support the tracking of progress against the work plan and update activity logs.

F. Communication and visibility support

  • Coordinate all Moldovan communication activities with The Hague Academy’s communications team to share project announcements, materials, and updates.

  • Support the preparation of national visibility and communication products such as news items, invitations, or event summaries in line with this Matra project’s communication guidelines.

  • Maintain and update stakeholder contact lists and distribution channels.

F. Administrative support

  • Provide basic administrative assistance such as maintaining timesheets, tracking small activity-related expenditures (where applicable), and preparing supporting documents.

  • Ensure proper filing and compliance with donor and consortium requirements for documentation and procurement (limited, if required).

  • Support internal coordination between consortium partners by sharing documents, reminders, and schedules.

Deliverables & performance indicators

The Local Coordinator is expected to produce the following deliverables throughout the duration of their contract, ensuring accuracy, timeliness, and alignment with Matra requirements:

Monthly coordination notes
A brief written update summarising progress against the work plan, key activities completed, identified risks or challenges, and planned next steps.
Performance indicator: Submitted each month on time; provides clear, complete, and actionable information.

Dated minutes and action trackers for Working Group and Steering Committee meetings
Well-structured, concise minutes that capture decisions, responsibilities, deadlines, and follow-up items, accompanied by an updated action tracker.
Performance indicator: Delivered within 3–5 working days after each meeting; shared with the consortium.

Archiving files for all project activities
A complete documentation package for all relevant meetings, workshops, trainings, expert missions, consultation or other events, including agenda, participant list, photos and/or a short activity brief, and the required MEL data package.
Performance indicator: Duly archived in the project folders within 5 working days; all elements included and compliant with the project’s MEL and visibility requirements.

Quarterly MEL dataset aligned to Matra indicators
Consolidated submission of indicator data—both quantitative counts and a short narrative reflection—covering the activities implemented during the quarter.
Performance indicator: Accurate, complete, and submitted each quarter; consistent with the project’s Monitoring, Evaluation and Learning framework and Matra indicator definitions.

About you

Education and experience

  • University degree in public administration, law, geospatial sciences, project management or related fields

  • Minimum 3 years of demonstrated experience in project coordination within the governance, public sector, or donor-funded project environment, multi-stakeholder coordination, monitoring and reporting. Prior exposure to topics such as National Spatial Data Infrastructure (NSDI), GIS, cadastre, land administration or related technical fields is an asset.

Skills and competencies

  • Strong organisational, planning, coordination, monitoring and prioritisation skills, with the ability to manage multiple tasks and work independently.

  • Excellent communication, facilitation and stakeholder engagement skills, ensuring smooth interaction with diverse institutions and partners.

  • Proven ability to draft clear, concise and accurate documentation, including minutes, reports and activity records.

  • Solid ability to collect, structure and handle basic data for monitoring and reporting purposes.

  • Problem-solving mindset, able to anticipate challenges and propose practical, timely solutions.

  • High attention to detail and accuracy in all administrative and reporting tasks.

  • Strong digital literacy, including proficiency with Microsoft Office, SharePoint and other collaboration tools.

  • Adaptability and comfort working in dynamic, fast-paced environments.

  • Ability to work effectively in intercultural and multidisciplinary teams.

  • Fluency in Romanian and proficiency in English (written and spoken).

What we offer

The ideal start date for this part-time position is 26 January 2026. The fist contract will be for 1 year with renewal possibilities aligned with the GEO CODEX project implementation period (until 2029), subject to satisfactory performance and the approval of annual project reports.

Compensation will be negotiated with the selection team in line with local market conditions and project budget parameters. The consultant is expected to submit invoices quarterly or monthly, attaching a timesheet connected to the deliverables produced over a time dedication of 30 hours per week on average.  

Based on the consultant’s experience and profile, the gross monthly compensation will be determined within the range of MDL 7,000 - 15,000 (or equivalent in euros) for a maximum of 30 hours a week. Payments will be made via bank transfer in MDL.

Duty station & travel

The Local Coordinator will be based at the Agency for Geodesy, Cartography and Cadastre (AGCC) in Chişinău. The role requires occasional in-country travel to support project events, field activities, or stakeholder meetings. The position may also involve supporting preparations for international study visits to the Netherlands, though actual travel abroad may be limited based on project needs.

Governance & safeguarding

The Local Coordinator is expected to adhere to the consortium’s ethical standards and the requirements of the Netherlands Ministry of Foreign Affairs (RVO), including safeguarding, non-discrimination, equality, data protection, confidentiality, and responsible conduct. The coordinator must comply with Matra programme reporting standards and internal procedures of the implementing partners.
